Why can't I approve a bid from an agency?

There are two reasons that this might be the case:

1. There is a pending application from a bank candidate that needs to be reviewed and approved/declined first
2. If the agency is bidding with different rates to the accepted rates in the system then the bid is locked and will need to be unlocked by an Authoriser before you can accept that agency worker for this shift.
