Can the candidate change the rate on their timesheet compared to their application?

Yes, the rate of the application or job listing does not fix the rate that the candidate submits their timesheet at. You can however cross reference with the grade and rate on their original application (via the ‘View original job listing’ link on the timesheet) to the grade and rate stated on the timesheet.
